I see no problem if Illinois has made this requirement for other Presidential candidates. If not, Illinois can go pound sand.
Already ruled on by USSC. States cannot impose eligibilty requirements beyond those in the Constitution. This attempt is a PR stunt.

I don't think that this would pass Constitutional muster. States haven't even been able to pass term limits, because that has been declared unconstitutional. They would need a Constitutional Amendment, the chances of that happening before 2020 are 0.
