The White House is moving to dissolve the Office of Personnel Management (OPM) and reorganize the agencys responsibilities into three existing departments in order to drive what is needed to support the mission in all of government.
When we really look at the need for government overall, and we looked at the [OPMs] design to support those needs, there was a fundamental structural misalignment between the challenges of today around our workforce and what OPM was conditioned to do, Margaret Weichert, deputy director for management at the Office of Management and Budget and acting OPM director, told The Daily Caller News Foundation on Thursday.
The agency was formed in 1979 and tasked with managing the governments civilian workforce, which includes healthcare, insurance and retirement benefits, as well as oversight and human resources policies for federal employees.
President Donald Trumps administration is planning to dismantle OPM, beginning in fall 2019, and divide its functions among three separate departments: Department of Defense (DOD), General Services Administration (GSA) and Office of Management and Budget (OMB).
The OPM is responsible for managing the majority of government security clearances. The restructuring would have the DOD oversee the massive background investigation operation. And GSA could soon take over OPMs current human resources obligations, according to The Washington Post.
OMB would head the high-level policies that govern federal employees, but only three people from OPM are expected to transfer over to the executive office, a senior administration official explained to TheDCNF. However, those three individuals would be assigned new roles in the department.
The mission of this agency is incredibly important and in the presidents management agenda there are three priorities for transforming government for the 21st century, Weichert told TheDCNF. Those being IT modernization, data accountability and transparency.

Office of Personnel Management data breach
In June 2015, the United States Office of Personnel Management (OPM) announced that it had been the target of a data breach targeting the records of as many as four million people.[1] The final estimate of the number of stolen records is approximately 21.5 million. This includes records of people who had undergone background checks, but who were not necessarily current or former government employees.[2] It has been described by federal officials as among the largest breaches of government data in the history of the United States.[1] Information targeted in the breach included personally identifiable information such as Social Security numbers,[3] as well as names, dates and places of birth, and addresses.[4]
The data breach consisted of two separate, but linked, attacks.[5] It is unclear when the first attack occurred but the second attack happened on May 7, 2014 when attackers posed as an employee of KeyPoint Government Solutions, a subcontracting company. The first attack was discovered March 20, 2014, but the second attack was not discovered until April 15, 2015.[5]
In the aftermath of the event, Katherine Archuleta, the director of OPM, and the CIO, Donna Seymour, resigned.[6]
On August 27, 2017, the FBI arrested a Chinese national suspected of helping to create the malware used in the breach.[7]

Theft of fingerprints
The stolen data included 5.6 million sets of fingerprints.[20] Biometrics expert Ramesh Kesanupalli said that because of this, secret agents were no longer safe, as they could be identified by their fingerprints, even if their names had been changed.[21

There has to be some department that deals with embassies and ambassadors, so I see the SD as essential. It has gotten pared down considerably, and I’m sure it could use more trimming.
Just not hiring any more people and reducing by attrition is good; I wonder if that is happening anywhere, other than as stated in the article.

Absolutely correct. The SES is a below the radar, taxpayer funded, Democrat holding pool. Infested with Never Trumpers, just another bureaucratic layer between Congress and agencies. Another example of the cure being worse than the disease.

We keep getting the fishing calls on a regular basis with detailed information that had to come from those files.
The government offered to pay for credit monitoring for a year as restitution.
I had to look the GSA up on Internet. Sounds like a useless agency.
