Would prefer the State Department, but you have to start somewhere.
There has to be some department that deals with embassies and ambassadors, so I see the SD as essential. It has gotten pared down considerably, and I’m sure it could use more trimming.
Just not hiring any more people and reducing by attrition is good; I wonder if that is happening anywhere, other than as stated in the article.
