I’m not even convinced our 21 year olds have the maturity to do some legal things these days.
As for 18 to 20 year olds?
I would hope the state involved would indicate a more mature groups of young people.
In the inner cities, I believe this would be very problematic.

In the inner cities, I believe this would be very problematic. Right. Because now, the inner-city young thugs observe that the law prohibits them to buy or carry handguns ... and to murder other people with them ... and so they refrain from these activities.
