1. so no one could claim “obstruction”
2. so muller wouldn’t prolong the investigation indefinitely

“This’: A coup d’etat, planned and executed over the span of 2+ years, by the highest agencies in the country, attempting to (1) fix an election, then (2) thwart a president from taking office and, finally (3) take out a sitting president chosen by the voters.
