Read it again. Focus on what he is going to allow farmers to do.

The very use of the word "allow," even though it might be construed in a harmless sense, is very telling and disconcerting when spouted by a marxist / communist. He doesn't think "allow" means what you and I think it means. It means he will CONTROL what you do and you are "allowed" to do what he thinks you should be doing.
