Having done business there some years back, I learned from a direct source that the Mafia never left Las Vegas. They may no longer own the hotel casinos, at least not directly or through cutouts, but they control everything else — food & drink, transportation, construction, roads, power, water & sewage, prostitution, drugs, unions, and, yes, politicians. It’s Godfather II IRL, which is a major part of the reason why it’s expensive live, work, or vacation in Vegas proper these days. Preferred when the mob took their cut off the top of the gaming proceeds, and you could stay, eat, & recreate cheaply.
