Yes, Elsie, the bible does have examples of top down revival. This was in the kingdom of Israel top down government economy. It makes sense that we would see kings of Israel establishing reforms, even though kings were next-best (God had urged a more pure theocracy through priests, but the people wanted kings to win wars like other countries did).
In the New Testament we see a mention of government “giving praise to those who do right” (Romans 11 I believe). Under this model, we could see figures like Donald Trump and Mike Pence actively encouraging Christian activity, while the secular left (and all hell) gnashes its teeth and tries its worst, which won’t overcome God.
