Detroit was a bit different. Lightfoot might make a few gains short-term but steep loses long-term. Any tax on a large firm, which is part of her plan, will expose them to competitive forces where the competition will be waiting for consumers directly outside the city limits. The whole police debacle can be solved by just obeying AND enforcing enumerated laws. The pension model has made everyone, including Lightfoot out of “whatever” compelled her (Most likely “feelings”), prisoners of the CYA philosophy.
