Chicago has an Office Of Public Safety. It’s called the Police Department. Of course it won’t do a damned bit of good if the States Attorneys Office refuses to prosecute.

I work in the city and can attest that 90% of the “homeless” are either mentally ill or drug addicts. Every corner along Michigan Ave has at least two passed out junkies laying there during the workday. Between that and the clouds of weed smoke it is seriously affecting what little quality of life remains.
