This eRumor is true. Sen. Ted Kennedy wrote the letter to Soviet General Secretary Yuri Andropov in 1983. In the letter, Kennedy reportedly talked about his concerns with U.S.-Soviet relations, and about President Reagan’s plan to deploy middle range nuclear weapons to Western Europe. Ted Kennedy’s original letter to Soviet leaders hasn’t turned up. But Kennedy’s letter was discussed in a memo from KGB Head Viktor Chebrikov to Yuri Andropov that turned up in 1992.

I vaguely recall that the Venona Intercepts had the Soviets regularly discussing Ted Kennedy’s value as a SOVIET ASSET.
That’s they way they viewed it, anyway.
Teddy’s treason makes one wonder what treachery his brothers were up to... and maybe it was a factor on why each was assassinated.
I met a KGB defector who had been one of Ted Kennedy’s handlers when he was in the Ussr. They kept him boozed up and he divulged a lot. They knew how to influence his thinking on policy toward the USSR.

This is old news. Kennedy had “plausible deniability” because he ran the letter via some CA congresscritter (former at the time?). Can’t remember the guy’s name.
