Governor Wilder is the esteemed Virginia governor who brought Virginia into the modern world by introducing the lottery which passed in a voter referendum during an election cycle.
I don’t agree or disagree with a lottery however, Wilder and his administration almost blatantly lied about what the money was going to be used for.
Throughout the campaign leading up to the vote the misdirection applied was that the money was going to be used for Library expansions, Public School enhancements... and things of that nature, but several years into the lottery it was found out that the monies were being used for meeting operational expenses within the state.
When queried about the use of this money other than what they had supposedly said, the answer was that they didn’t say they “would” use it for those library and public school enhancements what they determine they said was that they “could” use those monies for public libraries and public school enhancements.
So, whether or not they mislead Virginia voters is one thing, and they might well have but they really needed to come out during the run-up to the election cycle and spell out definitively what the lottery money would have or could be used for rather than innuendo.
It could have been a very close vote because there was a lot of dissension concerning a public Lottery that was state run.
