the uncompleted Oroville Dam main spillway next week.

Engineers, that work they did a couple of years ago, how long does it take that much cement to set up / harden?

Concrete reaches a majority of its final strength within 2 days of the initial pour. (Nearly all of its strength within two weeks of the initial pour. )

It does continue to react for many years (producing heat that must be removed from the concrete in massive structures like the Hoover Dam), but thin items like this spillway cool easily by natural loss to the air.
