The California Department of Water Resources is being forced by looming El Niño rainstorms to open the uncompleted Oroville Dam main spillway next week.
The Department of Water Resources issued public reassurances on February 21 that uncompleted repairs at the Oroville Dam, which forced about 188,000 emergency evacuations after a near collapse in February 2017, are not a problem, since DWR did not expect the reservoir water level to rise enough to use the spillway anytime soon.
But the timing of DWR's announcement came just a week after the National Weather Service's Climate Prediction Center issued an advisory that an El Niño cyclical weather pattern had formed and would last through the summer. The 2017 El Niño hammered California with super-wet rainstorms known as the "Pineapple Express."

Oroville is less than 80% full right now. We do have a huge snowpack, almost 160% of normal, and an El Nino could mean a wetter and warmer than usual spring. Or it might not. El Nino years are unpredictable. Sometimes El Nino’s are dry and La Nina are wet. Climate Guessers still don’t fully understand these cycles and suck at predicting their impact. A few years back, we had El Nino conditions, so they dumped reservoirs to make room, only to have a very dry year, leaving us in the middle of a drought, with almost empty reservoirs.
Looking at recent pictures of the spillway, the concrete work is complete and they are back-filling around the spillway. There was a live-cam, but it’s been down for a few days. Considering the water level, and no major storms forecast, it is unlikely the spillway will be needed over the next few weeks, but they have to be prepared.

The new spillway has been finished and ready to use since November 2018. The backfill and landscaping operations are not relevant for spillway operations.

Concrete reaches a majority of its final strength within 2 days of the initial pour. (Nearly all of its strength within two weeks of the initial pour. )
It does continue to react for many years (producing heat that must be removed from the concrete in massive structures like the Hoover Dam), but thin items like this spillway cool easily by natural loss to the air.

Yup. Socialist/communist Russia, China, Korea, Cuba, Vietnam, Cambodia, etc, all stole land from the landowners and either collectivized or ‘redistributed’ it to the peasants. Likewise, seized the wealth from the wealthy, nationalized or took over corporations, private industry and property. Obviously this did not work out well for the prior owners many of whom were enslaved or slaughtered. Didn’t work out well for the peasants either as great masses of them were also enslaved, slaughtered, worked to death, used as cannon fodder, or left to starve to death.

It should do fine. All the necessary work on the main spillway(the Big one that failed) has been officially finished since November 18th. The emergency spillway has a little more work but it wouldn’t impede it’s usage.
