Just guessing but would assume she has been showing signs of PTSD for some time. Such a horrific event. I can understand that witnessing the shooting can really set you back mentally.

Do a search on school shootings and you will see, SO FAR, I believe, they were ALL taking SSRI's or trying to get off of them. I've seen the effects of these drugs personally. Some if not many, have real trouble with them, like heroin trouble. They have to "dry out" with someone watching them. Doctors will say you have to take them all your life. Others will change drugs and have mental breakdowns. It's a real thing. These drugs can change your brain chemistry and have arbitrary side effects.
I had a neighbor that cried all the time and was always depressed. He took them for awhile and was like a "Stepford" wife. Nothing made any emotion in him. He decided to cut the dose in half. The next thing we know he walking down the street naked and gets arrested. Never been arrested before.
Over 40 million patients take SSRI's today. What if the government controlled them like they do opioids? The whole country would be on it's knees.
One question,....How many WWII and Korean Vets killed themselves vs today where you get SSRI's just by saying you wore the uniform? A percentage would say a lot.

I think the best thing would have been to send her off to a very nice boarding school. (They do still have those don’t they?)
My husband of 43 years died 3 years ago and I still ‘feel him’ if I go into the tool shed or his shop. I can not imagine how it is for those children to have to attend school at the site of the murder spree. The school should be bulldozed and a new one constructed on another site. It is like requiring PTSD service member to work and stay in a war zone. Just my opinion, I am very sorry for her family & friends.
