Look at the history of student loans and the GI bill. The government tried to push everyone into colleges since the 1950’s.
Considering the shift from farm to city, REMC, tractors not horses/mules, Paree (How ya gonna keep them), baby BOOMERS!!! -- well; they're not kept busy at dawn to dusk, manual labor; so what ELSE ya propose doing with all that available manpower?
