Heinlein had the best idea I ever came across. No true citizenship unless a person serves a minimum of two years in the military. At the end of which he or she becomes a citizen with the right to vote, to hold office etc.

How about you must have paid taxes before you can vote? Or is that gunna be one of institutionally racist things? It would cut out illegals and those who havnt contributed towards society from deciding who should be spending the money the citizens put into it
