Thousands of fake government IDs made in covert Oregon lab were sold across U.S., prosecutors say

A Woodburn man pleaded guilty Tuesday to participating in a conspiracy that produced more than 10,000 fraudulent government identification cards, including driver’s licenses from Oregon and more than 25 other states, U.S. Social Security cards, false immigration records, birth certificates, marriage licenses and vehicle titles.

Miguel Merecias-Lopez, 24, and unidentified conspirators worked out of a secret photo lab in Woodburn, using digital cameras, computers, scanners, laminators and a high-resolution printer to produce bogus documents that they sold and distributed in Oregon and mailed across the United States, according to Assistant U.S. Attorney Peter Sax.

The investigation continues and other arrests are anticipated.

Merecias-Lopez pleaded guilty to conspiracy to produce fraudulent documents and possession with intent to distribute methamphetamine before U.S. District Judge Michael H. Simon in Portland.

He joined the conspiracy in January 2017 after he arrived in the United States from Oaxaco, Mexico, Sax said. He’s responsible for creating at least 300 of the fraudulent documents, including permanent resident cards, Social Security cards and driver’s licenses, according to a plea agreement.

Customers paid in cash through Paypal, via U.S. mail or in person, and communicated with the sellers via email, Facebook and Snapchat, investigators said.

Merecias-Lopez was arrested Sept. 21, 2017, behind the driver’s wheel of a black Toyota Camry in a fast-food parking lot in Woodburn when he arrived to conduct a drug deal with an informant working with investigators from the Clackamas County Interagency Task Force, according to court records. More than a kilogram of methamphetamine was found on him and a search of his apartment revealed equipment used in the fake document scheme, the records show.

Investigators seized laptops, printers, ink, flash drives, notebooks, laminators, dozens of security images and seals commonly used on legitimate ID documents, as well as unused plastic card sleeves they believe were intended for the production of another 10,000 identification cards, according to court documents.

Merecias-Lopez, who is being held at the Columbia County Jail in St. Helens, will be sentenced on June 18. He isn’t a U.S. citizen and is expected to face deportation after serving his term, according to the plea agreement.

Conspiracy to produce false identification documents carries a maximum sentence of 15 years in prison and a $250,000 fine and the methamphetamine distribution conviction carries a maximum sentence of life in prison with a 10-year mandatory minimum and a $10 million fine. Prosecutors are expected to recommend a sentence on the lower range.

We were going to relocate once upon a time to Oregon. Drove the rental car to a hotel and found illegals all over the parking lot, drinking beer partying till about 2 a.m. On top of the cold and never ending rain...We quickly decided against it.

"Impoverished" illegals buy fraudulent documents for big bucks once they get here. They know they are breaking US laws using phony documents.

ITEM--The US State Dept (pre-Hillary) refused to accept visas from NJ b/c they were mostly fraudulent....the county clerk was a latino---and ethnic solidarity was rampant.

ITEM--CIRCA 2005---NJ BERGEN RECORD---Pelcastre brothers, Angel and Jorge, Dallas, Texas, were a walking threat to US national security, expert document forgers who, for a few thousand dollars, could give anyone a new identity (many latinos establish multiple identities in order to ride the US gravy train).

The Texas brothers were a "one-stop shop" for a myriad of fake US documents, including birth certificates, Social Security cards, driver's licenses----for any state in the US------ passports and resident alien cards, said NJ state police.

The Texas brothers turned a NJ hotel room into a business office and were readying a massive cache of fake Social Security cards for delivery to a local NJ identity broker. Officers happened upon two cars bearing Texas plates in a NJ hotel parking lot.

The Texas brothers were followed to a NJ office supply store nearby where they purchased computer supplies. Officers then followed the Texans to a NJ storage facility in Secaucus, NJ, where the Texans loaded several boxes into a car. One of them stood lookout. After a search, police recovered laminating sheets with built-in security features, pages of blank documents waiting for fake names and information, finished documents, computers and software to create the fake IDs.

All told, the haul was worth about $500,000 on the street when sold to "impoverished illegals." Police also recovered $6,000 in cash, which was the first payment from a NJ fake document broker for a shipment of 500 phony Social Security cards. ####

I got my Florida renewal a few months ago.

I guess they will never make them totally fake resistant but they sure are trying. All kinds of stuff on the new ones.

The false ID industry has been around forever. Fortunately, most of them aren't very good at it.

If you seriously want to do something about it, lower the drinking age back to 18.

Now taxpayers will provide him 3 meals a day, medical care, a bed to sleep in, a gym to workout, and then after a month or two he will be released from jail and maybe deported to mexico. If he does, he will be back in the US within a few days picking up where he left off.
