I think the theme of it is asymmetrical opposition, as in the Apparatchiks of the state would still be seen being driven to work, etc.
Of course that would work both ways. Leaders of a militant opposition could/would get a phone call: "We've got your wife. Here, hang on a second, we'll let you talk to her..."
So it gets very ugly very fast, but one might think it would still be preferable to Venezuela because there would at least be a chance...

There is now a CHANCE, that you as a soldier, will die.
That has to make you think twice.
Also we have Afghanistan and Chechnya and a whole bunch of civilians that did a brutally good job of fighting back.
Also thee Kurds, who I dont know HOW they survived until Trump got in office.
