Assume Trump declares a National Emergency in the next hour or so and declares that he will use specific funds available to him to build his wall.
Assume he signs the new appropriations bill, the Poison Pill 1.375 $Billion version passed by Congress in A WEEK OR SO.
It seems to me that at the point in time when the National Emergency is declared that while there is no 1.375 $Billion available to him there are also no Poison Pills.
Once he signs the Poison Pill bill he will be restricted as to how the 1.375 $Billion is spent but not so with the much larger National Emergency funds.
Sounds logical to me but I’m not a lawyer.
I had that thought as well. Sign the emergency first, so it isn’t affected by whatever is on the funding bill (don’t know if this is how it works). Still, it seems ridiculous to sign a bill that wouldn’t let you deal with the emergency if you sign it in a different order.

Rand Paul loves the bill. Isn’t it great to get another stinking pile of garbage from the GOP led Congress on Trump’s desk? Pelosi is going to build more wall than Ryan, McConnell and the “true conservatives” in Congress ever did. How pathetic is that? Ha ha.
Concerning China trade... “We have a team working on that... Who knows what that means?”. This worries me that he doesn’t “know” what that means.

He’s teasing, but that may be a strategy to get people anticipating.
He has the full attention of MSM, and he’s taking advantage of the national stage to showcase accomplishments and other updates ignored by FAKE NEWS.
Watching it on Fox...they need to fire Juan Williams.
