Can’t do it retroactively. You could do it with NYS employees salaries starting the day it goes into effect.
Cut the pensions in half if they move out of state!

By my observation, this would cause FL to lose easily 25% of their LEOs who are there on the double-dip plan of a NY retirement @ 20 years, new job in FL LE to work up another retirement. Your proposed mandate makes perfect sense, especially since it would likely save FL from the blue hell that awaits it otherwise.
California used to do that. It was ruled unconstitutional.
