In San Francisco, they got billions of fed dollars for building the TransBay Terminal supposedly for housing the high-speed trains. The money for the train platform was shifted away for buses, parks and other pet projects. Now there's no money for the high-speed train platform and tunnel from existing trains, and the train platform is an empty hole in the ground while the city searches for more federal billions to complete it. They were shifting money around all over the place.
My guess is Newsom will be shifting some money out of the $3.5B to his friends in SF for political favors.
