When President Donald Trump's senior aides and confidants paraded through federal courtrooms to face criminal charges his office had filed, the former FBI director was nowhere to be seen. When some of them came back to court to be convicted, he said nothing. It's possible he never will.
Mueller's investigation has cast a shadow over nearly all of the first two years of Trump's presidency. Prosecutors working to determine whether Trump's campaign coordinated with Russian efforts to sway the election that put him in office have brought charges against some of his top aides and revealed extensive Moscow ties. But as the inquiry grinds closer to its conclusion, there are signs that the public might never learn the full extent of what Mueller has or hasn't found.

and prevent any meaningful investigation and prosecution of those activities.

I’d bet that Mueller and half the people working for him don’t even show up every day. And while they’re there, I’d also bet that they spend a lot of time on personal business.
He’ll say a word or two if he’s arrested and offered a deal.
He can't 'git' Trump with out 'gittin' them.

mueller has zero reason to end this thing. He has undoubtedly been wining and dining on the taxpayer dime and has no intention of jumping off the gravy train.
The DOJ/FBI cannot investigate itself. It is the quintessential example of when an independent investigator is required. They justified it many times in the past based just on the prospect that the Executive could interfere with an investigation - but this is a case where the investigators themselves are the target of the investigation. IMO, no way to resolve this but by a 2nd SP.
Even assuming you are right and the DOJ could do it, they would face non-stop charges of being politically motivated by the Executive branch. To avoid the appearance of meddling as well as the accusation of political motivation, it needs to be independent.
Thats because his leaks speak for him.

Maybe Weissmann has told Elizabeth Warren that the report will ensure that President Trump will be in prison before November 2020, causing her to make that statement.
I believe that's a typo. Should say: ..."revealed expensive Moscow ties."

Congress can impeach the President for something that he/she did during Kindergarten, including running with scissors.
I suspect that Mueller and his gang of fascist traitors have been sufficiently threatened and compromised and will be allowed to finish this farce to save face and avoid another civil war.
