Negotiations over a bipartisan deal for border-security funding have broken down, aides familiar with the talks and other officials said Sunday, increasing the likelihood of another government shutdown at the end of the week.

The talks this weekend snagged over the issue of how many detention beds would be provided at the border for housing people detained by Immigration and Customs Enforcement officials. Democrats have been seeking to limit the number of ICE detention beds in exchange for meeting GOP demands to build more physical barriers along the border. Republicans, however, wanted exceptions to the limits.
Democrats had proposed establishing a new limit on detention beds used by ICE officials when apprehending people for violations within the U.S., known as interior enforcement. Those beds would be capped at 16,500, as part of an existing overall cap of 40,520 beds funded in the fiscal year 2018 spending bill.
The idea is the limit would force the government to prioritize the detention of violent criminals, rather than people who had overstayed their visas. Republicans objected, wanting to exclude violent criminals from that cap. Democrats said the exclusion would undermine their objective.
Without an agreement on ICE beds, talks on funding levels and physical barriers stalled. It wasnt clear when the discussions would resume, the aide said. Weve got some problems with the Democrats dealing with ICE, that is detaining criminals that come into the U.S., Mr. Shelby said. They want a cap on them, we dont want a cap on that.

While that's my heated response, I would like something different. I think it plays badly to make truly essential people work without interim pay, while the unessential drones get a paid vacation.
I would love it if there were some way Trump could assign essential/unessential people in such a way that the essentials got paid and the unessentials got RIF'd. Even better if that money could go to the general slush fund and be used for border enforcement, but I'd just take the RIF.
There's got to be billions of dollars of Presidential discretion. After all, how did Obama put over a billion bucks on pallets to fly to Iran? It certainly wasn't a specific budget item... it was slush.

Trump had 2 years to get funding under a Republican controlled House and Senate. This is now just political theater.

Good! Declare a national emergency and build the wall without giving America’s enemies anything in return. I want to see 1600 more miles of wall by the end of the year. Let’s put this problem to bed so FedGov can get on with its real job - deporting a couple million illegals each year until they are all gone.
Tell them we can limit it to 16K beds and use pallets for the other 25k...or maybe cages with hanging straps like they have on buses and subways to help the standing criminals.
