First, it only asks if you are a citizen.l It does NOT ask whether you are a legal alien or ILLEGAL alien. It's a yes or no.
The Dems are claiming ALL aliens will not participate in the census and of course that would skew the number of reps.
I doubt illegals have participated in the census of the past. One will only know the result AFTER the census.
The question will be on the next census. It never should have been taken off.
That, IMHO, is the only question that needs asking...

Households that do not return the census forms are personally visited by Census Takers (I was one in the 2000 Census). I was often presented with Mexican Photo IDs when filling out the forms here in Central Florida. I had far more problems with drunks and druggies cooperating than with illegals!!!
The forms are confidential by law (as if that matters in 2019...) and do not become public for 72 years after filed.
I also worked the Census, but in 1970 Miami.
A colleague (aged about 75) worked an adjacent Latino neighborhood. We were paid 50 cents per address visited. My colleague (from NYC) never left his apartment, and finished in record time!
It will discourage illegals from participating and that is a good thing.
