So, the “Getcho hand” reference is to the assassination of Malcolm X; but what is “whose mans is this”? supposed to mean?

It’s a sarcastic remark one might say in a group, sort of akin to “who invited you” or something like that... meant to ‘dis’ the person... Or like someone might say “who’s dog is this” when you see him tearing up your garden... “who’s man is this, please come and get him”.
