"Manipulate the frequencies"? In other words, change the channel. I'm going to guess that NK televisions are made to only be able to pick up NK channels, and that some people have figured out how to bypass the lockout. Slightly different from "changing the channel".

There has also been a big market for contraband Western videos - the possession of which can also get one killed.
The people risk it because they are desperate for news and knowledge of the outside world.
