There are about 3 million Mexicans with Border Crossing Cards (BCC). They go back and forth on a daily basis, many spending money in the US. There are economic reasons for the mayor to cozy up to the Mexicans.

One time when I was down their in the 90s, a news story was about the PD locating a large number of brand new police cars stolen before they were even assigned. They found them south of the border repainted for the a police force in Mexico.
Vibrant? If we had a real FBI the finances of all those borders politician would be investigated for any "vibrant" cash arrangements with cartels and/or other foreign sources.
For this mayor in particularly, if he finds it “virtually impossible to tell where El Paso ends and Juarez begins” he should be impeached and barred from holding public office.

Dee Margo, a Republican, said there's a vibrant relationship between his city -- the largest on that border -- and Juarez, Mexico.
Yeah, my interest in Dee Morgan's "vibrant relationship" is zero - we must have a secure border. Trump was elected to build a border wall, and Republicans who oppose him in this are as worthless as Democrats who oppose him in this.

Up until about eight years ago, whenever my sisters-in-law from Australia and England would come to visit, we’d go to El Paso and cross over to Juarez for them to buy some souvenirs. The last time we crossed over, about 2010, we barely got across the bridge before my wife and sisters-in-law started to be harassed by Mexicans. So we immediately turned around and returned to the US ... haven’t been back since, and, unless I inside an M1 Abrams or an M2 Bradley, I won’t ever do so again.
