They have the votes to override in both Houses...and that means they likely have the votes to impeach and convict in the Senate if he tries anything along the emergency declaration lines. It’s checkmate. He is going to have to give up the issue and let the caravans in, all of them in future as well. Open borders will remain the policy as long as Congress has its current makeup.
