Probably, not that a contingency wouldn’t be under discussion. But people here are cheering like it will just happen. It won’t.
It would mean the issue is dragged through the courts and nothing happens.
President Trump is right to try to get the needed votes in Congress. The political cost and outcome would be very high and lengthy to try the emergency route.
