Washington (CNN)The White House is preparing a draft proclamation for President Donald Trump to declare a national emergency along the southern border and has identified more than $7 billion in potential funds for his signature border wall should he go that route, according to internal documents reviewed by CNN. Trump has not ruled out using his authority to declare a national emergency and direct the Defense Department to construct a border wall as Congress and the White House fight over a deal to end the government shutdown.

That requires a bill passed by the House and the Senate, and ratified by President Trump. Without funding nothing can operate.
I would think that it could easily be passed as budget reconciliation, between the Senate and the House. Unfortunately the House is controlled by Pelosi, who would never allow the bill a vote.
more like 10x 7 billion. think i’ve seen elsewhere over 100 biliion $ a year they cost the USA.

I do not support this. It gives the next democrat president (and someday, despite whatever we do, there will be one) the precedent to declare “climate change” a “national emergency.”
And there goes everything. Yes, I want a wall, we need a wall. But be careful what you wish for, as the monster you create today will turn on you.

For once, I hope they are right. Or should I say, I hope they are right for once.
And after making the declaration, still sign no opening govt bill unless it capitulates for a wall. This will keep the courts at bay. Otherwise a judge will stay the wall, and Trump will have no wall. But if he does not sign then I believe a judge will not step in because the judge will not want to be party to perpetuating a shutdown. I hope Trump realized his Trump card is to not sign a bill that does not include the wall.

This is good if true. This just covers the emergency declaration. Trump still needs a funding source — military or whatever — of $x billion per year.
I am not sure what the max annual spend rate is for this project, e.,g. what is the most they could build and spend each year on an unconstrained basis? You start with an unconstrained view and then throttle it back based on funds available each year. Basic project management stuff.
If Trump goes this route he needs to blitz it and get as much done as possible before the judges start bogging it down.
I’d love to see Trump Tweet, “The CNN report that I am seeking 7 billion dollars for the wall is false. I am going to requisite 20 billion dollars and complete the entire wall. MAGA!”.
