What I don’t understand is why can’t we design our own ships of the line anymore?

We can. Eight years of malfeasance by the Kenyan Usurper put us seriously behind the curve. The "littoral combat ships" were supposed to be our new frigates. They're floating monuments to stupidity, and completely useless. We need frigates. Now. We can either start from scratch, or start with an existing design. Some of the existing European designs are quite good. Using them will get us the frigates we need, sooner.

Indeed - I’d go so far as to say today’s destroyers are even heavy cruisers given their complement of both personnel and arms.
