So unless this bill just moves already appropriated funds around....
The house passed a bill on Jan 19 to fund....but nothing for the wall. It did not pass the Senate. I believe McConnell is amending that bill for submission.
But the Senate has been doing this since Daniel Webster.

They take house appropriation bill and amend it, which the Constitution says they can.
I wouldn’t mind having a court look into it though. Seems more limiting of the House’s power than intended.
