Separation of powers. You WANT to keep the legislative branch free of executive interference, so you don’t even allow any executive branch (or law enforcement) into the chambers without explicit permission.
Blocking access to the House chamber is different from the headline saying the entire Capitol building. What happens if Trump is invited to meet with a Senator?
