That doesn't make any sense. If the glaciers were rapidly melting the resulting water would run off into the Rhine making the river rise. Drought affecting runoff from tributaries in the Rhine basin would make more sense. Anyhow the author is behind the times:

But as the climate heats up water starts to run uphill, not downhill as before. Thus the lower water levels in the rivers.

Last year high water levels were directly due to the cold winter. The water was colder and therefore much less evaporation throughout the spring and summer.
