Why not in front of the Senate? Disinvite the House Democrats. If they are worried about security, they can huddle in their private bunkers.

Wherever he chooses to hold it, he should set up the podium exactly as it is in the House chamber. In the empty seats normally occupied by the Speaker and the Minority Leader place a camera and tripod. Announce the “Chuck cam” and the “Nancy cam” are recording and will be available to them for later viewing. He can note he wanted them to feel as if they had cared enough for the American people to actually show up.

90% of Homeland Security IS funded. 5700 members of the Secret Service are funded. That’s likely ALL of the Secret Service members.
