Congressional seats and electoral votes are determined by total people, not citizens.

California would lose 7 congressional seats and electoral college votes if the 5 million illegals and non-citizens were not used in their count.

Illinois and New York would probably lose 1 each, as would Florida.

So it’s important for the democrats not to lose those 10 votes and seats, and they gave their instructions to that Obama judge.

The Constitution actually focused on male citizens. The 14th specifically excluded Indians which Congress corrected in 1924, but did not do so via Constitutional Amendment. (Congress has the authority to define the rules for naturalization, etc.)

By inference, in order to be counted in the Census, one must be a tax paying male, which was understood and agreed upon in the 1870 USA.

Illegal aliens, especially welfare recipients, ought not properly be counted for Congressional apportionment.
