If that is indeed the plan (and I pray to God that it is), that has Miller’s fingerprints all over it.
This would be the first shot at making wholesale structural changes in how the gubmint operates and if so, may #2 on the list of DJT’s accomplishments (right behind having somewhat sane people appointed to the federal judiciary).

If anyone has been wondering what "draining the swamp", striking at the deep state, paring down the size of the administrative bureaucracy looks like - this is it, right here. And this may be an opportunity to even permanently eliminate a lot of those positions - just like the sort of downsizing I've seen in the private sector. Once someone retires, quits, no one is hired to refill the position - it just ceases to be and another percentage of overhead is reduced for the company. Same might could happen with this situation.
