The IRS said it will recall a significant portion of its roughly 52,000 furloughed employees to work on tax returns. The agency also announced the Jan. 28 date to start processing returns. Thats within the normal timeframe.

The IRS knows if they withhold refunds, fillers can roll their refund into this years taxes and then reduce withholding. Either way, the IRS is not keeping the overpayments.

There will be no one at IRS to process incoming tax returns or to issue the refunds manually. Might work with electronic filing but I doubt it.
