The investigation was launched because Donald Trump did an interview with Lester Holt on NBC -- and blurted out on national television that he fired Comey over the Russia investigation.
Rod Rosenstein immediately appointed Mueller as a special counsel in the matter after this ... because Trump's statement directly contradicted the Rosenstein memo where he called for Comey's termination over his handling of the Clinton e-mail investigation from 2016.
He’s allowed to fire Comey for ANY reason under his powers as commander & chief. This “remark” was immaterial to that firing. The FBI had no basis to start an investigation, period.

Doesn’t matter. As president he can direct an investigation to be started or stopped. That is beyond question. Also Comey testified Trump was not a target.
The bottom line, that statement does NOT indicate any crime. The FBI does not have the authority to launch investigations into the presidency on it’s own into the motives of a president.
They are treasonous and tried to launch a coup. They should be executed.

Rosenstein’s memo was NOT contradicted. Rosenstein said why HE thought Comey should be fired. Trump fired him for that and for his other criminal behavior including surreptitiously evesdropping on Trump himself at Trump Tower.
Trump was in no way restricted to the reasons laid out in Rosensteins memo. That might be 5% of his reason. And Trump saying something that rosenstein disagreed with does not justify the FBI starting an illegal investigation.
It was still an unconstitutional investigation.
