No, you can't. I've been 'round and 'round with security companies, hospitals and restaurants about their pot smoking drunks and junkies. Once the 'heads get into management, they won't do anything about an employee causing trouble. All of the addicts in those places get advance notice on drug tests that should be random and are not. There are also police here and there who help cover it up.
