The Pentagon literally could not define the enemy in testimony to Congress. It was the closest they could realistically get to flat-out saying the whole point was to grease the wheels of the gravy train contractors have been riding for all these years.
Some people really were stupid enough to think that all it takes to bring the medieval head-chopping Muslim mind into the 21st century is a New York Yankees jersey and a Big Mac. My take is the Bush really believed in this nonsense, while the smarter people in his administration and circle of advisors knew it was empty propaganda BS from the get-go.
