The parallel I see is more than just the eye-tic. Inspector Dreyfuss was driven nuts by someone he continually underestimated, being certain that Cluseau would totally self-destruct at any moment.
And when the object of his irrational hatred survived situations again & again which conventional wisdom dictated should cause his downfall, he himself gradually descended into insanity.
