This is actually his best option.
Did he not fully fund the military, too.
Take troops from foreign bases where we are not want or appreciated and put them on our border.

Being a Presidential Address to the Nation on National Security border ‘crisis’ would appear he's going to officially call it that....though he's been calling it so for weeks.
It's definitely interesting he's doing it from the border as well....it'll be as interesting what media will travel and show up there.
