The last time I was in California most of the houses had solar panels, so I’m not even sure anyone would notice if they shut down.

Yeah, them solar panels keep the lights on at night.
Weather related incidents are unpredictable, uncontrollable and subject to the laws of nature, not the kalifornia legislature or courts.
So start a candle store. Because of pollution you can only sell candles that use batteries though.
Its all kabuki theater. Public utilities only get their money from one place and that is customers. The state partners with the utility to fleece the rate payers rate up to the point were self generation makes sense.
The utility will agree to claims and agree to some level of fines and investment in forest management or equipment. The state will allow the utility to recoup these costs plus a reasonable return on their investment.
The most popular way.
I wish, just this one time, that the shareholders would get hosed. But owning shares in a CA Utility has always been a gravy train. No matter how incompetent the utility, the CAPUC allows all costs to be passed to ratepayers, while share/bond holders get a virtually guaranteed return.

How does a public utility go bankrupt? Did everyone in California stop using electricity?!
If the reason for the bankruptcy is due to California regulations, then another utility will only produce the same results.

Well then they’ll just have to use their peak power when the sun is shining, or, if that’s too much to ask, they can plug their Tesla into their houses and run their houses off the battery in that car.
Well, anyway, I like to do idiot postings once in a while. I watched non-technical types looking at solar panels during a public exhibition a while ago (probably not leftists, but it doesn’t matter).
You could see how their minds worked - all one has to do is put them up and free power is on the way. Things like off-pointing due to fixed positioning, sub-optimal positioning, due to roof availability, shadows, cloudy days (often many in a row), short days (particularly in the north during winter), dirt, snow, and God knows what else...none of that matters to them, just put up the panels and the power will flow!, along with subsidies. That’s why they’re in Northern UK, Scandinavian, Seattle, etc.
It’s hard to win the battle when the other side flat-out lies, and the people in the middle, the unwashed masses, simply don’t know who to believe.
The best option, of course, is to simply let THE MARKET decide. If solar is so great for Seattle, then people who live there should be buying it, without subsidies. If they don’t, it says a lot.

The state (air quality laws) and Butte county (AQ board) is responsible. The Feds have to apply to Butte county for burn permits and the county refuses to give out enough permits, only 6,000 acres at a time in a very short burn season (the county is over a million acres).
