Yup. But her biggest power is that she controls the budget process, it has to start in the house so she weilds immense power by .... oh wait, they got rid of the budget process. Now it just automatically goes up all by itself.

McConnell can do what Reid did with Obamacare and take a House bill and gut it by amendment to make any spending bill he wants out of it. Then he can send it back to her.

The Speaker does not control the budgetary process that is occurring as of now. The US has not had an official budget since 2010 or so. Every expenditure is done through a committee made up of Senators and HOR. The current process is why Ryan was deemed "ineffective" because of this committee. The Repubs simply did not have enough votes for to offer an official budget.

I would love an official budget, along with administrative law being eradicated, however, this is where we are. The budget has been relegated to being a political hot potato which is awful governance.
