Top progressive lawmakers Rep. Ro Khanna (D-Calif.) and Rep.-elect Alexandria Ocasio-Cortez (D-N.Y.) said this week they will vote against bylaws to govern the 116th Congress that are backed by House Minority Leader Nancy Pelosi (D-Calif.), the likely next Speaker.
Their objection is to the inclusion of what's known as a pay-as-you-go rule, which requires that legislation be deficit neutral, meaning any costs would need to be offset with new revenue or cuts elsewhere.

When has the gov’t ever paid attention to that clause? If they had, we’d never have a budget deficit. Now, they just ignore the limit and pass a new limit. I still like Warren Buffet’s suggestion: Any member of Congress who votes to approve a budget that will increase the deficit by more than 3% cannot run for reelection.
