I am very much opposed to puppy mills, but this seems like gross government over-reach to me - they are dictating where pet stores can buy their stock of pets, and no doubt restrictions on buying from private breeders will be coming along soon. There are better ways to deal with this issue, but of course direct government control over business is always preferable for liberals.
We bought a puppy once from a mill. Poor thing. Our vet said there was nothing that could be done. Poor breeding, nasty conditions.
We took the dog back and got our money back.
Puppy mills are typically the domain of shelters and rescue organizations. Retail sales of puppies average in price from $1000. to well over $10,000. These are not by any stretch “milled” dogs. They are purebred by AKA registered breeders with substantial safeguards for health and care.
Local laws vary but here in Florida every puppy in a retail shop must be examined every 30 days by a licensed veterinarian with certificates of examination kept on hand. Inspection is regular and routine by County Animal Services. State licensure and inspection is required. Even the Feds get involved through the Department of Agriculture.
Violations of these regulations is punishable by imprisonment and heavy fines. California is no less rigorous. This particular legislation is based on PC animal rights extremism. It is anti pet.
California is in the process of creating the perfect progressive-left utopia by government fiat.
Its a race to achieve it before they go bankrupt.
I can see in the future that breeders will be outlawed. So where would I get a lab with a history of good genetics for hunting? From a breeder. I dont approve of puppy mills, but a rescue dog has potential problems also. A lot of rescues have pit bull mix, and I dont want any pit bull mix. I had a friend who adopted a rescue puppy part golden retriever and pit bull . Cute dog as a puppy, but when he became two years old he started biting people. My friend had to return the dog to the no kill rescue she adopted it from.

I love dogs, all dogs, but for me I am sticking to my well bred, multi-generation health tested, pure bred dogs. I know what they will look like as adults, coat, size, predictive behavior, predictive health and longevity, etc. You all can get your dogs at the Carmax store, I am sticking to my luxury brand. P.S. you do know that shelters are importing dogs from Mexico because there aren’t enough to adopt from their shelters. They have turned it into retail rescue and everyone pats themselves on the back, congratulating themselves.
After being on the board of the local animal shelter for 10 years I am completely against puppy mills. They truly are he’ll on earth for the animals. They are NOT even in the same universe as a breeder who raises well cared for purebred.
Anything that helps gut puppymills is great.

There are usually a few cats/ kittens for sale on a regular basis but no dogs.
If you want a pure-breed find a Breeder-Exhibitor, not every pup in a litter will be earmarked to show, you can acquire a fine animal with an impressive pedigree and great health background.
Our border collie is out of a Grand Champion sire & pointed bitch, both with numerous champions in conformation and skill trials in their pedigrees going back several generations.
Beautiful dog, highly intelligent, cost a lot less than most would think.
If a rescue or shelter pet were what folks wanted, wouldnt they know to go there to get them?
People will simply buy their purebred from a private breeder or out of state breeder.

Here in PA, Lancaster County is full of puppy mills, cat mills, cow mills etc. Somehow, there is so much money in it, that the state legislature is powerless to do anything except worthless/teethless “laws” to stop it. The Amish run them and flood the state with sad, short-lived, defective animals that the public keeps buying at cheap rates. Follow the money.
