Washington wasn’t referring to his foreign military allies when making the statement about foreign entanglements. It was more complicated than that and involved morality. For example, although there was a time for a French alliance with mutual support for military defense, he disapproved of one French ambassador organizing American demonstrations for supporting France (foreign emissary meddling in U.S. politics).
The main problem with trying to establish an absolute against allies for warfare with Washington’s arguments, is that it wouldn’t have allowed us to do what we did in each of two world wars. Without preparation in advance with a large military force, allies, entrance and victory in those wars, we would have been invaded, occupied and enslaved.
