Employer enforcement and defunding sanctuary states and cities is something that must wait until the SCOTUS in in reliable hands. The border wall is a requirement because Mexico will enforce their border with us/US. Stop all money transfers from the US to Mexico unless they can prove it is done by a US Citizen or someone in the US on a VISA/legally via State Dept Counselor Section approval in their passport. Stopping all trade for 7 days would put Mexico into the boarder security business immediately. Suspend all organic imports for 30 days and their farmers go bankrupt. Cut the natural gas, autos and TV imports for 90-days and they will halt illegal immigration.
